Minutes to the Meeting of
April 21, 2005


President Joseph Berlesky, CHFM called the meeting to order on Thursday, April 21,2005, at the Galloping Hill Inn, Union, New Jersey commencing at 6:00 p.m. Self-introductions were made. A moment of silence was observed for our troops and for Mr. Bill Berkeyheiser. The Pledge of Allegiance was recited.

EDUCATIONAL SESSION TOPIC


Our educational program was presented by our President-Elect John DiGirolomo, CHFM. This hour and twenty minutes long program was on ³Facilities Management Review of Common Codes and Standards.² John Schliewenz RA., AIA., Oscar Gonzalez, CHFM, Bill Anderson, FASHE, CHFM, and Neal Spanier, NCARB, AIA, CSI participated as panelist for the presentation.  Prizes for correct answers to John DiGirolomo¹s questions were donated by Livingston Hardware. Thank you to Margaret Nesby for the prizes. The questions provided a fast-paced review of issues that all facilities management must face and answer every day. Some very lively discussion followed the questions. All in attendance at the meeting agreed that John DiGirolomo, CHFM, did an excellent job of setting the program up. Part II will be in May.

TREASURER¹S REPORT


Robert Thompson reports that we are solvent. Pay Pal is up and working. One member has used it so far.

SECRETARY¹S REPORT

Minutes are no longer to be handed out to the members at our meeting. Minutes are available online at www.hfmsnj.org . Committee reports are due in a timely manner. Please submit them electronically to Ben DiFranco, CHFM.

MEMBERSHIP


Pete Appelmann reports that we have one new candidate to propose for a regular membership. He is Mark Ligon, AVP Facilities of R.W.J.U.H. at Hamilton. He was voted in by unanimous consent.

ASHE


Anaheim¹s Annual Conference and Convention is in July. Make plans now for the best airfare and hotel rates.

Joe Rawson reports the following:

 

1.    ASHE is working on a plan for closer relations with OSHA.

2.    Green Building Guidelines for healthcare facilities have become burdensome so ASHE has pulled its support of the program.

3.    Chapter Recognition: Each chapter needs to recommend someone for the Regional Leader Award. You can nominate yourself. See website for details.

4.    The winner of the Regional Leader award receives full registration to the ASHE Conference, a press release, a letter to his/her C.E.O. and a paid trip to a Leadership Conference.

5.    A new Platinum award has been announced by ASHE. This is above the Gold award. Details to be announced. This award requires a higher percentage of ASHE members in chapters (at least 40%) and linking of websites. Currently our percentage of ASHE members in our chapter is 42%.

 

 

AD JOURNAL


The Ad Journal for 2005 is complete. Copies are being passed out this evening. Thank you to Ben DiFranco, CHFM. We need a new Ad Journal Chairman and committee members. It is a task that requires many hands. The time frame is very tight to get a brand new 2006 issue out to our membership at the Holiday Party in November. EDUCATION


The revised 2005 Education Calendar has been left on the tables for you. The calendar is full for this year. We shall be happy to receive suggestions for next year¹s program. Please give your comments to John DiGirolomo, CHFM, at John.DiGirolomo@ehmc.com .

The 42nd Annual Conference and Technical Exhibition is July 10-13 in Anaheim, California. Check the ASHE website for details.

Our sister organization, Healthcare Facilities Managers of Delaware Valley will hold a one-day seminar for CHFM on Wednesday, May 18, 2005. Send checks to HFMADV c/o PBS, Inc., 1200 Bustleton Pike, Suite 16B, Feasterville, PA 19053. The fee is $50 for HFMADV Assoc. Members and $75 for non-HFMADV Assoc. Members. The program will be held at the Best Western Hotel, 11580 Roosevelt Boulevard, Philadelphia, P A 19116. The presenter is Mark Trudzinski, CJFM, Deputy Chief of Staff for Engineering and Facility Management US Army Medical Dept. Center and School.

ADVOCACY

Robert Roop, P.E. reported the following:

AIA GUIDELINES ON DESIGN AND CONSTRUCTION OF HOSPITALS AND HEALTHCARE FACILITIES

The voting in all the committees for the changes in the AIA Guidelines will be voted on in June, 2005. Books will be for sale in January, 2006.

CMS has issued a final ruling on alcohol hand cleansers.

Robert Roop, P.E., needs our input. Please contact him at rnr@criteriumlockatong.com with issues or existing or proposed laws, regulations and possible code changes so we can bring us a choice of positions. Then HFMSNJ can choose from which to take.

CODES AND STANDARDS


Frank Del Gaudio reports that there is a new requirement for the S.O.C. by J.C.A.H.O. The person filling out the SOC must document his or her credentials for doing so.

Old Business:

·      NJHA Emergency Generator - Project is proceeding and next meeting we will tour the project.

·      Hospital Construction Cost Data – Survey - Sally Roslow advised that the survey of hospital construction costs can be handled as a web survey. The ASHE Chapters need to furnish their members e-mail address to participate in the survey. John Schliewenz needs to provide the construction data being requested to be put into the survey format.

·      AIA Guidelines – Jim Corueil spoke with Dave Uhaze who indicated that he will discuss the new AIA Guidelines at the HFMSNJ meeting in October.


Emergency Preparedness:


³TopOff3 Update² was discussed. Members reported participation levels of from four to 24 hours – with NJHA participating for the full five days. All felt their facility gained useful information regarding internal operations needing improvement.

APIC:


Pat Lafaro distributed a handout from the recent national APIC meeting: ³APIC Position on Mandatory Public Reporting of Healthcare-Associated Infections². The Northern NJ APIC Chapter has a website with reference information that may be useful to our members. NNJAPIC.com

Environmental:

Jim Corueil distributed an article from the Verona-Cedar Grove Times about the Attorney General of the State of New Jersey investigating and prosecuting those responsible for environmental crimes. Of interest is the indictment of a UMDNJ employee responsible for the Newark campus power plant. He allegedly ³directed subordinates to discharge nearly 10,000 gallons of untreated, highly acidic wastewater . . . into the municipal sewer system² If convicted on all counts, the employee faces up to 20 years in jail and a fine of up to $180,000.

Jim also distributed several handouts from the depnews@dep.state.nj.us website:

·      ³DEP releases solid waste plan to revitalize recycling efforts.²

·      ³Penalties for underground storage.²

·      ³NJ announces Valero settlement addressing air violations.²


Fire Codes:


James Corueil reported on the Fire Board activities. Range Hoods that can be maintained can remain in use. A three tag inspection system is being proposed. The system would use green for passed, yellow for impaired but operational, and red for failed. A copy of the inspection report would be sent to the local fire official.

Hi-Rise Safety was discussed focusing on the Jersey City model that would stockpile fire fighting materials in strategic locations and have tenants trained as building ³Fire Marshals².

Bill S1294 passed requiring fire extinguishers (weighing less than 10# and located within 10 feet of the kitchen stove) in all homes sold in NJ.

Legislative Affairs:

Adam Beder discussed the pending Ethics Bill that will require anyone dealing with legislators on behalf of their employer more than twenty hours a year, to register as a Lobbyist. This Bill is likely to disappear or be altered to lessen impact on companies that deal with the State due to regulatory requirements.

Group Purchasing:

NJHA Group Purchasing is in the process of finalizing an RFP for hospitals regarding natural gas purchasing. Some major NJ healthcare facilities are participating.

SAFETY


James Corueil has a handout at the front door. It is from the OSHA website on working outdoors in hot weather. The handout is attached hereto and made a part hereof.

NEWSLETTER


Charlie Church, CHFM, reports that the Newsletter will be out in a few days. The newsletter can not be a one-man show. All of us must contribute. It affects our Levels of Affiliation Award. Please let us come together and help Charlie. A suggestion was made that the project work your institution does can become a news story. LEVELS OF AFFILIATION


Oscar Gonzalez, CJFM, presented the finished Levels of Affiliation project. The book was handed over to President Joseph Berlesky. Oscar will not take this on anymore.

A new person or group must do this for the 2005 calendar year.

There is to be a new award to be given out by ASHE next year, the ³Platinum² award. There is a requirement for recipients of the award that 40% of the General Membership must be ASHE members. Some discussion ensued as to what that would take. Oscar Gonzalez, CHFM, reported that our current percentage of General Membership members who are also ASHE members is 42%.

We would like to take this opportunity to extend a huge thank you to Oscar Gonzalez, CHFM, from the Executive Committee for his efforts!!! Well done!!!


SOCIAL JUSTICE


Bridges run is Friday, April 29, 2005.

The ramp project is coming along. Victor Arencibia, RA, has almost completed the drawings and will file for the necessary permits. A construction date has not yet been scheduled.

Frank Keller thanked everyone for their generous support of clothing, toiletries, etc. As always, please continue your generous giving for the poor.

VENDOR LIASON


Mary Padgett asked members to ³Save The Date². We are off to the races. Come join HFMSNJ for Vendor Appreciation Day on Friday, August 12, 2005, 11:30 a.m. to 5:00 p.m. at the Monmouth Park Racetrack, Grandstand Picnic Area, Ocean Port, New Jersey 07757. The cost is undetermined at this time but will likely be in the $40.00 to $45.00 range. Attendance is restricted to persons over 21 years of age. It will be held rain or shine. Notification by e-mail will be sent out to the General Membership. There will be no show or booth set up. Just food, fun and a change to network.

GOLF OUTING


The Golf outing is scheduled for Tuesday, June 7, 2005, at the Fox Hollow Country Club. The cost is $225.00 per golfer. Mailers go out mid to late April, 2005. For persons attending who are only having dinner and not playing golf the cost is $75.00 per person. Roger Ennis, Golf Outing Chairman, advised that that there is only room for 120 golfers. To date fifteen people have already paid. At this time we need people to sponsor tees and greens.

The website is password protected. You can post items in this section for other members to review. The website is to be a sharing tool for members. Our webmaster is working on a search feature. It will be ready in the near future. It may be a good idea not to have the facility letterhead on your posting.

George Thomas, FASHE, CHFM, is recovering at home from knee surgery. Best wishes to George for a speedy recovery.


OF SPECIAL CONCERN


Joe Rawson reported the following relative to the untimely death of William Berkeyheiser:

Thank you for your support regarding the untimely death of HFMADV¹s President William Berkeyheiser. The reward money is now $15,000 for information leading to the arrest and conviction of the perpetrators of this horrible crime. But there is another turn to the heart wrenching story. The flooding of the Delaware River inundated the basement of the first floor of the Berkeyheiser¹s home. It is at this moment unsafe for Mrs. Berkeyheiser to live there. We shall inform you if there is anything you can do. At this point, Robert Neumann, of St. Peter¹s Hospital, made a motion to appropriate $1,000 from our funds to help with her clean-up effort. Robert Roop, P.E, is helping her with the construction and repair issues.

JCAHO


Bob Neumann of St. Peter¹s Hospital in New Brunswick, N.J., underwent an inspection in February, 2005. He will provide us with a report of everything that JCAHO requested.

Frank Del Gaudio received a Notice of De-Certification on his old building in The Essex County Hospital System. He is working through the issues; meanwhile ground breaking has taken place for a brand new hospital.

A question came up about S.O.C. The question was, ³Can you list fire door replacements on the S.O.C. in Part 4.² The consensus was yes; new doors. Maintenance of the doors is not supposed to be on S.O.C.

With regard to convenience doors in a corridor there was a question of whether or not you can put a magnetic hold open on a corridor door not on the F/A/ System?. Please e-mail Mike DePadova, CHFM, at MikeDePadova@umdnj.edu regarding this issue.
