John Schliewenz brought the meeting to order at 1:35 pm by calling for all present to rise, face the flag of our nation, the United States of America and pledge allegiance to our country.

 

Minutes of theÊ August 18, 2004 meeting were reviewed and approved.

 

Old Business:

 

NJHA received funds from DOH for emergency generator and is in the process of finalizing the contract and getting ready to proceed with installation.

 

Joe Collins asked for letter regarding EAB membership to send to possible candidates. John Schliewenz will send letter developed last year to Joe.

 

NFPA will be discussing fire/smoke damper testing frequency in October.

2. Most dormitories are now have sprinklers. Off campus student housing was not covered by the regulations and is not being looked into.

 

New Business:

 

Good of the Order: LSC 19.7.5.5 states that trash containers in excess of 32 gallons must be keep in a storage room or other hazardous area, not in a suite or corridor. Many shredders are place in central locations; corridors or secretarial areas, and are housed on containers that exceed 32 gal.

Fire Damper Testing

 

Proposed revisions to NFPA 90A have a requirement to test dampers annually instead of the once every four years according to the current standard. Dale Woodin, ASHE Deputy Executive Director, has requested members advise him of their history of damper testing and failure rate and respond to the NFPA proposal on official NFPA comment forms. They should be returned to him for submittal to the NFPA. With sufficient data, it could be possible to show that testing on a less frequent schedule would be adequate.

 

Our President, Joe Berlesky, highlighted this issue in an email to all members. That email had draft responses for members to customize to their own institutionâs conditions. The comment period has been extended to September 17. Please make comments, as this NFPA revision will have substantial negative cost impacts with little positive impact to patient safety. Respond directly to Dale as directed in Joeâs email.

 

 

Extended Care Facilities

 

 

A letter from the New Jersey Department of Health and Senior Services was received. It was in response to our letters regarding hot water temperature and life safety system testing record keeping for extended care facilities.

 

The Department agreed with our position that hot water temperatures should be allowed up to 120 degrees F for these facilities. They also agreed that duplicate and separate records of testing are unnecessary. Enforcement will be made aware of these changes. If your facility includes extended care, contact me for a copy of the Departmentâs letter.

 

 

Proposed Legislation

 

The New Jersey Senate and Assembly are considering three different bills that could adversely impact healthcare:

 

ÊÊÊÊÊÊÊÊÊÊÊ Senate 1748 would shift liability for damage to underground facilities from the excavating contractor to the facility owner under certain circumstances.

 

ÊÊÊÊÊÊÊÊÊÊÊ Assembly 2996 would require a construction permit be obtained each time a shower valve was replaced.

ÊÊÊÊÊÊÊÊÊÊÊ Assembly 2685 would require placards be placed at every entry notifying the public of any hazardous materials within the facility as well as notification to public safety officials.

 

Letters to the billâs sponsors and co-sponsors were drafted. The letters pointed out the deficiencies in the proposals, suggested alternatives and improvements at least as they impact healthcare. They were reviewed by the Executive Committee, additions were incorporated and final copies were printed for the Presidentâs signature and mailing.

EDUCATION REPORT

 

 

The third quarter of 2004 started with the Officers attendance at the 41st ASHE Conference & Technical Exhibition in Orlando which was chock full of interesting, cutting edge seminars, best of all was the presentation on compliance by our own Frank DelGaudio.Ê

 

Our own HFMSNJ was featured in the Leadership Conference, with much of our day-to-day paperwork distributed to Chapters across the country in a book that sets the example of how to run an effective Chapter.Ê Congrats to all the Committee Chairs, whose devotion to our Chapter allowed us to be so honored?

 

September was busy as we hosted our all day seminar in addition to the regular meeting.Ê Our all day featured Mr. Bob Bartels and Dr. Bill Wagner of Safety Management Services who presented a lesson on the new JCAHO survey process.Ê Over 40 members attended this seminar loaded with great information on the Environment of Care standards.Ê As a testimony to the quality of the seminar, be advised that 34 members were in attendance at 4PM!

 

The regular meeting featured Fred Walker of Dale Carnegie who gave a motivating lesson on Time Management.Ê This seminar allowed us to visit a topic related to our workday, but not technical in nature.Ê Fred was informative and is clearly a master presenter.

The EPA visited Mr. John DiGirolomo representing Englewood Hospital. As part of their region (2) imitative for voluntary compliance the inspector visited Bio-Med, Boiler Room, Pharmacy, Radiology, and Hemo-dialysis. All types of waste need to be identified and all hazardous waste needs to be secured and tracked. The inspector also interviewed staff members.
